VICTOR - The Victor City Council met on Thursday, November 13th for the regular monthly meeting. In attendance were council members Dan Cavin, Marla Faga, Nick Simmons, Lynn DeNeve and Mayor Roger Pawlak. Joan Robinson was absent.
Jim Van Waus was first on the agenda to discuss new services that will be offered by the Cooperative Telephone Company on December 1st. Jim has had many customers request high definition television, movies on demand, more channels and digital recorders. The Internet television to be offered by the telephone company will run on existing telephone lines.
The City of Victor currently collects a three percent franchise fee for all telephone and television services. The council was asked to vote on whether to extend the franchise on the additional services. The general consensus was that the additional services should be treated as the current services and thus be subject to the fee.
DeNeve, however, was of the opinion that this would be an opportunity to reduce a tax. "I will vote no because I don't think there should be any franchise fee on this. People pay enough taxes and this would be chance to give them some money back." he stated.
There was a motion by Faga, seconded by Simmons to accept the internet television as a modification to the existing telephone and television franchises with a three percent franchise fee. Voting yes were Cavin, Simmons, Faga; no, DeNeve. Motion was carried.
The alley at the south end of Williams Street has experienced an increase in traffic at relatively high speeds. With four children under the age of five living adjacent to the alley, concerns over safety were raised. The council voted to install signs at either end of the alley so that drivers will know that the alley is not a thoroughfare.
City employee wages were reviewed. The changes are effective December 1, 2008. Jeff Verdeck received a $1,250 increase, Tom Kurovski received a $1,250 increase and Fred Stiefel received a $750 increase. All three thanked the council.
Casey's submitted and the council approved a premise update application with the Iowa Alcoholic Beverage Division.
Lastly, garbage pickup the week of Thanksgiving will be on Friday.
Th next regular city council meeting will be on December 11, 2008 at 7:00 p.m.
