Marengo Council discusses housing rehab funds

MARENGO - On Monday, November 10, 2008, the Marengo City Council met with council members Mike Curry, Bill Kreis, Kelli Krutsinger, Adam Rabe and Candi Schmieder all present. Also present were Mayor, Joe Seye, City Administrator, Brent Nelson, City Attorney, Kenneth R. Martens, Financial Manager, Barb Barrick, Public Works Director, Lonnie Altenhofen and Police Chief, Galen Moser. A quorum was declared and the Pledge of Allegiance was led by Seye.

A motion was made by Schmieder and seconded by Rabe to approve a Consent of the Agenda. All voted yes and the motion carried. This approval included previous meeting minutes, liquor license renewals and a tax abatement for the property located at 951 Wallace Avenue and owned by H & S Properties LLC.

During Open Forum, Peggy Walton, Library Director, was present to invite council members to a state library workshop to be conducted at Amana over the ICN on Thursday, November 13.

There was no old business. In new business, a motion was made by Schmieder and seconded by Kreis to approve claims including checks and direct withdrawals totaling $156,125.68 with the exception of check 27454 to be considered separately. All voted yes and the motion carried.

A motion was made by Rabe and seconded by Curry to approve Pay Estimate number 6, (Central Business District Phase 1, All American Concrete, $61,020.40, check number 27454.) All voted yes and the motion carried.

A motion was made by Rabe and seconded by Krutsinger to approve Resolution 08-33 (Set a Public Hearing for November 24,2008 regarding the sale of city-owned land).

Rabe motioned and Schmieder seconded to approve the renewal of a liquor license, Sunday sales, catering privileges and outdoor service area for P.H.A.T. Daddy’s. Curry abstained, all others voted yes and the motion carried.

Curry motioned and Krutsinger seconded to appoint Robert Longfellow to a Public Works position with a start date of November 17 at an hourly rate of $12.12 per hour for a ninety day probationary period. After this time, his wage will increase to $14.25 per hour. All voted yes and the motion carried.

Longfellow currently lives in Belle Plaine. Prior to this appointment, he says he owned and operated a construction business for the last fifteen years and also owned a greenhouse which he maintained from 1985 until just recently when he sold it. Longfellow has two sons, Gregory 23 an Andrew 19. Both are in the military. Longfellow says of the position that he is looking forward to it after being self employed since 1985 in the businesses mentioned and as a carpet contractor.

Mayor Seye opened a Public Hearing at 6:14 p.m. Regarding the Application for Iowa Department of Economic Development Housing Funds, as Lisa Marie Garlich from ECICOG, who had been detained earlier was now present. Garlich summarized the details of the application for housing funds and answered the council’s questions. Mayor Seye closed the public hearing at 6:21 p.m.

To briefly summarize the Housing Rehabilitation Program as described in a project description from ECICOG (East Central Iowa Council of Governments):

“Rehabilitation assistance is provided in the form of a 5-year forgivable loan (grant). The dollar amount of public funds spent on your home for repairs is secured by a lien on the property. If you do not sell, transfer, rent, or abandon your property for 5 years after rehabilitation, the loan is forgiven and the lien is removed on the home. If you do sell, transfer rent, or abandon the home during that 5-year time period you will be expected to pay back a percentage of the funds to the city. This is an owner-occupied project. Ineligible activities include: homes purchased on contract, mobile homes constructed before 1976 or on rented land, and rental units.”

“This project will not provide partial rehabilitation. All items in the home noted as deficient must be repaired. The project will fund up to $24,999 in repairs to the home. Any costs exceeding that figure would need to be paid by the owner.”

A motion was made by Schmieder and seconded by Curry to authorize the Mayor to sign documents for the housing grant application. Curry, Kreis, Krutsinger and Schmieder all voted yes, Rabe voted no and the motion carried.

Police Chief Galen Moser presented a monthly report and summary of recent and upcoming events that the department has or will participate in.

City Administrator Nelson reported that he has been assured that crews will be on site until the streetscape project is completed and that concrete work should be done by the end of the week, pending weather conditions. Nelson also reported that Marengo Night at the Kernels’ ballpark will be held July 10, 2009.

A discussion of the streetscape project ensued regarding timeliness and workmanship issues.

Finally, the council agreed to a tour of the water treatment plant following the meeting on November 24.
